Add new paragraphs 3 and 4 to Article 22 of the Agreement:
"3. No state may continue to be or become a Member of the Organization unless any Signatory appointed by it sign the Operating Agreement."
"4. No reservations hereto and to the Operating Agreement shall be admissible".
