Article 8

1. In case of loss of or damage to a diplomatic, special or service passport in the territory of the State of one Party, the national of the State of the other Party holding it shall immediately give notice thereof to the competent authorities of the receiving State through a diplomatic mission or consular office of the State of his or her nationality.

2. The diplomatic mission or consular office in the State of nationality of the holder of the lost or damaged diplomatic, special or service passport shall issue a new diplomatic, special or service passport or temporary identity document to him or her giving the right to enter or return to the State of nationality and shall give notice thereof to the competent authorities of the receiving State. One may use newly issued documents to leave the receiving State without visas or other permission from its competent authorities.
