Article 15.36. Default by a Payment System Operator on Observing Provisions of the Legislation of the Russian Federation on the National Payment System

1. Default by a payment system operator on observing provisions of the legislation of the Russian Federation on the national payment system that has manifested itself in the unilateral suspension (termination) of provision of payment infrastructure services to a payment system participant (participants) and to clients thereof --

shall cause the imposition of an administrative fine on officials in an amount from 100,000 to 1,000,000 roubles.

2. Repeated default during the year by a payment system operator, operations centre or payment clearing centre on performance under an order of the Bank of Russia that has been sent by it in the course of supervision in the national payment system --

shall cause the imposition of an administrative fine on officials in an amount from 30,000 to 50,000 roubles; on legal entities from 100,000 to 500,000 roubles.
