о международном межмуниципальном сотрудничестве между городом Ростовом-на-Дону Российской Федерации и городом Лусакой Республики Замбии

Город Ростов-на-Дону (Российская Федерация) и город Лусака (Республика Замбия),

именуемые в дальнейшем Сторонами,

движимые стремлением к укреплению и развитию сложившихся дружественных связей между народами Российской Федерации и Республики Замбии;

основываясь на принципах равенства и взаимной пользы для развития обоих городов;

принимая во внимание взаимный интерес к расширению сотрудничества в области экономики, образования, науки, культуры, спорта, а также в вопросах управления городским хозяйством;

заключают настоящий Договор о международном межмуниципальном сотрудничестве (далее - Договор).

Agreement
on international intermunicipal cooperation between the Cities of Rostov-on-Don, Russian Federation and Lusaka, Republic of Zambia

The City of Rostov-on-Don (Russian Federation) and the City of Lusaka (Republic of Zambia),

hereinafter referred to as the Parties,

seeking to promote and extend links of friendship between the peoples of Russian Federation and Republic of Zambia;

on the basis of equality and mutual benefit for both cities;

based on the interest to expand mutually beneficial cooperation in a wide variety of economic, educational, scientific, cultural, sports endeavors, to foster beneficial urban management solutions;

hereby establish Agreement on development of international intermunicipal cooperation (hereinafter referred to as Agreement).

Article 1

This Agreement shall officially establish international intermunicipal relationships between the City of Rostov-on-Don, Russian Federation, and the City of Lusaka, Republic of Zambia.

International intermunicipal cooperation outlines the following purposes:

- development of friendly relationships between residents of both cities;

- exploration of economic development and business opportunities;

- enhancement of cultural and scientific links;

- communication and exchange in tourism and environment;

- collaboration in education and hi-end technology;

- support of cooperation in sports;

- sharing of mutual experiences to generate beneficial urban solutions.

Article 2

The signatory Parties will create continuity of contact between local government bodies and agree to focus on:

- support of sharing experiences in the fields of urban management, town planning, transport and road-traffic safety, education, health, culture, sports and tourism;

- contribution and coordination of mutual activities of relevant institutions, organizations and enterprises;

- establishment of contacts by regular visits of official delegations, delegations of staff and professional teams, members of art and culture communities, scientists, students and schoolchildren, sportsmen;

- facilitating international cultural festivals, museum and exhibition activities, theatre projects and concert events;

- encouragement of exchange between travellers' communities, creating supportive environment for exchange in tourism, hotel industry and ecological safety and compliance.

Article 3

All intermunicipal cooperation objectives, as established in the present Agreement, may be enhanced with additions that may be thereafter be entered into specific agreements which stipulate proper terms and settings of further cooperation.

Article 4

Once in a five-year period the Parties, if required, will together develop additional cooperation programmes. By mutual agreement, areas of mutual interest may be updated and specified.

Article 5

The Parties agree to take advantage of the opportunity to establish contacts between local government bodies in order to support exchange of experience and formulate objectives for further development of intermunicipal cooperation.

The Agreement is signed "_____" _______________, 2022, in the City of ______________and is done in Russian and English languages in duplicate, both copes are equally valid.

The Agreement shall come into effect upon signature by both Parties.
