Change Article 16 of the Agreement:

1. Paragraph 1: change "Members of the Organization" to "Signatories".

2. Paragraph 2: change "Members of the Organization" to "Signatories".

3. Word paragraph 3:

"Payment for communications channels made available shall be charged according to rates established by the Operations Committee."
