1. Border residents of the Russian Federation shall submit applications for the issuance of local border traffic permits to the Consulate General of the Kingdom of Norway in Murmansk.
2. Border residents of the Kingdom of Norway shall submit applications for the issuance of local border traffic permits to the Consulate General of the Russian Federation in Kirkenes.
