Pilot Project
Reporting of required information from the fishing vessels
Background:
When the "AGREED RECORD on Issues related to Satellite Based Vessel Monitoring Systems" was first made, an encouragement was inserted into the paragraph dealing with reporting requirements to review the Parties' respective rules in order to make appropriate improvements. This encouragement is still found in paragraph 15. Based on this it is suggested to carry out a Pilot Project, where the fishing vessels will only report to their Flag State and the Flag State will forward all reports to the Coastal State. This should make the reporting more reliable as the Flag State will monitor the consistency and regularity of the required reports and make direct contact with the vessels if a report is lacking or incomplete.
Procedure:
The current automatic position reporting will remain unchanged. The required catch and activity reports by each Party will be transmitted from the fishing vessels to their Flag State Party and the Flag State Party will forward the reports to the Coastal State Party. Each Party shall exchange information regarding required reports, the content, advance time limits and required reporting interval. The reports shall be forwarded as text messages in a standardized format until a fully electronic reporting system is available (ERS) using the North Atlantic Format (NAF).
The Parties shall exchange information regarding communication addresses for the purpose of this Pilot Project together with names and addresses of responsible contact persons for each Party.
Suggested templates for Catch on Entry, Catch, Catch on Exit and Control to be used for standardised text messages are in Annex 4.2.
Templates for the same reports for full Electronic Reporting System (ERS) is found in Annex 4.3.
The aim is to move into a fully Electronic Reporting System (ERS). The Parties shall inform the other Party when they are ready for ERS and exchange the necessary information.
Report templates for manual reports to be used for the Pilot Project on reporting of catch and activity reports.
