Article 11
Pardon, Amnesty, Parole, Commutation of Sentence and Review of Judgment
Either Party may grant pardon, amnesty, parole and commutation of sentence in accordance with its laws.
Only the sentencing Party shall be competent for appeal or review of the judgment.
