Article 2

1. This Agreement shall regulate the local border traffic regime for border residents.

2. Issues not regulated by the provisions of this Agreement, such as recognition of travel documents, implementation of expulsion measures, transfer of goods across the state border and employment, shall be subject to the legislation of the Russian Federation on the one hand, and to the legislation of the Kingdom of Norway and requirements of legal acts of the European Union on the other hand.
